I have at idea. The clan leaders hides a forbidden scroll somewhere sacred. If a player steals from it, they are taking a huge risk as the clan now has the right to attack that person, but not get in trouble. This would make it so stealing the scroll requires good searching skills, good stealth skill, and if you're not stealthy enough, good fighting skills. I made this topic because it really wouldn't be fun if 10 billion uchihas were running around using izanagi and then killing another uchiha to take his eye again, or running around making hundreds of clones. With this idea, very few people would be skilled enough to use a forbidden jutsu.

sounds good, for what i understand each guild will have a jutsu how go be skilled right? but you forget something, guild can be infinites, jutsus not... to this idea , and for me sounds cool, result you need think about something which can circumvent this ...

I'm not talking about guilds having forbidden jutsu's. The akatsuki didn't have it's own forbidden jutsu, taka didn't have its own.. I'm talking about for each clan/village. Like Uchiha has one and the whole leaf village has one. The rock village has one. And im sure the others have one. In fact, deidara stole the rock's one i think.

I really don't think you could be able to teach forbidden jutsu.

Using forbidden jutsu scrolls should have risk.

example if you try it you have a 25% chance of success

a 25% chance of small failure, small debuff for an amount of time

50 % change of danger failure 5 lvl down or something like that or losing a jutsu

Cause this jutsu are not forbidden without any reasons ^^

Moreover the jutsu should fit to your style if you do not have for example earth element you can not use forbidden jutsu which require this.

or you can not learn EMS without having sharingan and so on

I thought forbidden jutsus were only forbidden because they were not morally right, and had nothing to do with dangerous to use.

no man for example kage bunshin and Tajuu kage bunshin is forbidden becase waste a lot of chakra and could be dangerous to ninja...

I think there should be forbidden jutsu scrolls hidden around the world most preferably in hard to get places and some should even only be obtainable through defeating hard enemies.

Also like what moto said when used forbidden jutsus should deffonately have a drawback but should also be more powerful then normal jutsus.

I like Motto's idea. And some jutsus are forbidden because they show a threat to the user.
